Abu Dhabi ∙ To ensure the safety of workers during high temperatures, the UAE Ministry of Human Resources is set to enforce the annual Midday Break rule starting tomorrow, June 15. This rule prohibits work in open areas exposed to direct sunlight from 12:30 PM to 3:00 PM daily, and will remain in effect until September 15. This marks the 21st consecutive year of implementing the regulation. The Ministry stated that this initiative reflects the UAE’s commitment to fostering safe working conditions in accordance with global labor, health, and safety standards. The primary objective is to protect workers from the extreme summer heat.According to Mohsin Al Nassi, Assistant Undersecretary of the Inspection and Compliance Sector, the compliance rate has consistently remained above 99%. This, he said, highlights the strong social and humanitarian values of the UAE’s business community and private sector, and underscores the importance of UAE labor laws in ensuring workers’ welfare.

Dalal Al Shehhi, Acting Assistant Undersecretary of the Labor Protection Division, said the law is a great example of partnership between the Ministry, the private sector, and the general public. She added that it aligns with the “We the UAE 2031” vision, aiming to make the UAE a place where people from over 200 countries can live, work, and invest. To emphasize the importance of adhering to the midday break rule, the Ministry is actively conducting awareness campaigns targeting both companies and workers. These inspections help prevent heat-related health issues and raise awareness of safety standards. Companies are also instructed to provide rest areas, drinking water, and first aid kits for workers. However, there are exemptions for certain emergency tasks. Jobs that cannot be paused due to technical reasons—such as concrete pouring—are exempt. Essential services like water and electricity repairs, traffic obstructions, and other urgent interventions are also allowed under this exemption, provided the relevant authorities grant permission.

∙ Heavy Fines for Violations
Companies that violate this rule will face fines of AED 5,000 per worker, up to a maximum of AED 50,000. The public can report violations by calling 600590000, through the Ministry’s official website, or via the smart application. To ensure full compliance and spread awareness among workers and employers, the Ministry will intensify its inspection campaigns and educational efforts.
