Luanda/Abu Dhabi, 28 August 2025 – The Ministry of Health of the Republic of Angola and DOCKTOUR, the joint maritime-medical venture between AD Ports Group and Burjeel Holdings, have signed a strategic Memorandum of Understanding (MoU) aimed at transforming healthcare delivery and infrastructure across Angola.
The agreement was formalized by Dr. Benedito Hernani Da Silva Quinta, Director of Nacional dos Hospitals; Mr. Mohamed Eidha Al Menhali, Regional CEO of AD Ports Group; and Mr. Safeer Ahamed, Co-CEO of Burjeel Holdings. Following the signing, the DOCKTOUR delegation paid a courtesy visit to Her Excellency Dr. Silvia Lutucuta, Minister of Health of Angola.
The MoU outlines cooperation in key areas including the development and management of modern hospitals, the provision of logistics and supply chain services for the transportation of medicines and medical supplies, and the introduction of digitalized logistics platforms to ensure greater efficiency and transparency. The collaboration will also explore joint investments in projects of mutual interest and the identification of future opportunities within Angola and other African markets.

H.E. Dr. Silvia Lutucuta emphasized the importance of the partnership, saying:
“Our vision for Angola’s healthcare system is rooted in accessibility, quality, and sustainability. This MoU with DOCKTOUR will help to strengthen our health network. It is a collaboration that speaks directly to the needs of our communities and our commitment to long-term national development.”
The collaboration is expected to streamline the movement of life-saving medicines and equipment across Angola, ensuring hospitals and clinics can respond more effectively to community needs. By leveraging digitalized logistics services, the initiative aims to optimize resource allocation, reduce wastage, and improve service delivery.
