In a significant move to elevate Dubai’s global tourism standing, the Roads and Transport Authority (RTA), in collaboration with the Department of Economy and Tourism, has issued a new Executive Regulation governing tourist transport activities across the emirate. Enacted under Administrative Decision No. (97) of 2025, the regulation aligns with Executive Council Resolution No. (107) of 2023 and aims to establish a well-integrated tourist transport system that enhances service quality, safety, and overall tourist satisfaction.

The newly introduced regulation represents a strategic effort by Dubai to maintain its reputation as a leading global destination. It focuses on raising the service standards of tourist transport services, ensuring that visitors experience premium comfort and safety while exploring the emirate. The RTA’s latest initiative also reflects Dubai’s broader commitment to implementing internationally recognized best practices in the tourism and transport sectors.

Under the new system, the RTA will oversee the issuance and renewal of permits for tourist transport establishments and the registration of tourist vehicles. It will also manage the licensing process for professional tourist transport drivers. All applications and approvals will be efficiently handled through the RTA’s approved service channels and centers, ensuring seamless compliance and operational transparency.

Tourism officials highlighted that the regulation supports Dubai’s ambition to offer an integrated, high-quality transport solution that serves both international and local tourists. The system is expected to generate tangible benefits not only for tourists but also for all companies and institutions operating within the tourist transport sector. This regulatory update is part of a broader strategy to boost Dubai’s economic growth by strengthening its tourism infrastructure and services.

Industry experts noted that the enhanced regulatory framework would address key challenges such as service quality inconsistencies and safety concerns that have previously affected the tourist transport industry. With the growing number of visitors each year, this regulation ensures that Dubai remains competitive as a safe, efficient, and world-class tourism destination.
