Dubai: Dubai’s Roads and Transport Authority (RTA) has signed a cooperation agreement with Union Properties PJSC to regulate and manage road right-of-way across its development areas, in line with Law No. (4) of 2021.
The agreement aims to enhance traffic safety, improve road service quality, and ensure infrastructure development meets Dubai’s highest regulatory standards. It also supports the emirate’s broader vision of sustainable urban development and efficient road management.
The agreement was signed by Hussain Al Banna, CEO of Traffic and Roads Agency at RTA, and Amer Khansaheb, CEO and Board Member of Union Properties.

Officials said the partnership will strengthen coordination between regulatory authorities and developers, ensuring better management of road spaces, improved traffic flow, and enhanced safety for motorists and pedestrians.
Hussain Al Banna highlighted that the agreement reflects RTA’s commitment to preserving Dubai’s urban landscape while boosting the efficiency and sustainability of road infrastructure across development and free zone areas.
Amer Khansaheb noted that the collaboration represents a model of integration between public authorities and private developers, particularly in key areas such as MotorCity. He added that it will help establish a unified regulatory framework, improve asset sustainability, and enhance quality of life for residents.
RTA has previously signed similar agreements with major developers and free zones across Dubai, including Emaar, DAMAC, Wasl Properties, Dubai Sports City, and Jebel Ali Free Zone, among others.
