New flagship developments to boost Dubai’s status as a global healthcare hub and investment destination

Dubai: In a significant move to fortify its position as a global leader in medical services, the Dubai Healthcare City Authority (DHCA) has officially broken ground on two major flagship projects: PIXEL DHCC and IBN SINA+. These developments represent the first phase of a comprehensive Dh1.3 billion expansion plan designed to modernize the emirate’s healthcare infrastructure and attract international investment.

The groundbreaking ceremony was attended by senior officials, including DHCA Chief Executive Issam Galadari, alongside representatives from leading design and engineering firms. The projects are strategically aligned with the UAE’s Net Zero 2050 strategy and the Dubai Economic Agenda D33, emphasizing sustainability and economic growth.

Modern Infrastructure for a Global Ecosystem

The expansion is centered on providing a fully integrated healthcare environment. PIXEL DHCC is set to be a nine-storey office building covering approximately 13,000 square meters. It is designed to meet the prestigious LEED Platinum certification, offering flexible, eco-friendly workspaces and retail units to support healthcare-related businesses.

Complementing this is IBN SINA+, a dedicated five-storey medical complex. Spanning 5,800 square meters, this facility will be linked to the existing Ibn Sina complex and will house specialized centers for surgeries, diagnostics, and outpatient services. Both projects are slated for completion by November 2027.

“These developments provide modern and sustainable facilities that support a fully integrated healthcare environment,” stated Issam Galadari. “This will help attract more international investment and support Dubai’s wider economic goals.”


Supporting a Healthier Community

In addition to physical infrastructure, the UAE continues to prioritize preventive care. Emirates Health Services (EHS) recently reported that its ‘Itmi’nan’ screening program completed over 32,000 transactions in 2025. This initiative focuses on early detection of chronic conditions like heart disease and diabetes, offering free screenings to UAE and GCC nationals.

Furthermore, the Ministry of Human Resources and Emiratisation (MoHRE) has announced an exemption for six healthcare categories—including nursing and pharmacy—from the traditional six-month post-graduation experience requirement. This policy change aims to accelerate the entry of qualified professionals into the workforce, ensuring the healthcare sector can meet the demands of a growing population.

As Dubai Healthcare City expands, these legislative and infrastructural developments work in tandem to ensure that the emirate remains a resilient, innovative, and accessible destination for healthcare professionals and patients alike.
