The historic trade pact removes customs duties on key exports and is projected to inject over $1.2 billion into both economies by 2031.

DUBAI: The historic Comprehensive Economic Partnership Agreement (CEPA) between the United Arab Emirates and Ukraine has officially entered into force, marking a monumental leap forward in bilateral economic ties. Initiated to forge robust pathways for cross-border investments, the pact aims to significantly scale up non-oil trade, reinforcing the UAE’s strategic position as a global trade hub while opening massive European market avenues for regional businesses.

The landmark deal establishes a sweeping liberalized trade framework, eliminating or reducing tariffs on an extensive range of goods and services. Under the immediate mandates of the agreement, 99 percent of UAE goods imported into Ukraine and 97 percent of Ukrainian exports heading into the UAE will enjoy complete exemption from customs duties. This drastic reduction in trade barriers is expected to revitalize supply chains and offer unprecedented market access for small and medium enterprises (SMEs) as well as major corporate conglomerates in both nations.

Macroeconomic forecasts indicate substantial long-term windfalls from the partnership. By the year 2031, the CEPA is projected to inject an additional $369 million into the UAE’s Gross Domestic Product (GDP), while Ukraine’s GDP is slated to receive an impressive $874 million boost. The agreement is explicitly structured to empower the private sector, giving entrepreneurs the necessary logistical and financial leverage to expand their operations internationally.

The implementation comes at a crucial juncture as both nations look to restore historical trade volumes. In 2025, non-oil foreign trade between the UAE and Ukraine stood at $346.8 million. However, economic architects point to 2021—when bilateral trade peaked at a robust $904.4 million—as clear proof of the immense untapped commercial potential that this newly operationalized CEPA is designed to unlock.

Hailing the activation of the pact, Dr. Thani bin Ahmed Al Zeyoudi, UAE Minister of Foreign Trade, emphasized its transformative nature. “The UAE-Ukraine CEPA represents a landmark moment in our economic partnership,” Dr. Al Zeyoudi stated. “This agreement is designed to revitalise trade flows, unlock new avenues for investment, and foster collaboration across essential sectors, thereby benefiting both nations. By aligning our economic strategies, we can drive resilient and sustainable growth in an ever-evolving global landscape.”

The activation of the Ukraine pact marks a major milestone in the UAE’s aggressive foreign trade expansion strategy. To date, the Gulf nation has successfully concluded 37 Comprehensive Economic Partnership Agreements with key global economies, 17 of which have now officially entered into force, effectively insulating its non-oil economy against shifting global geopolitical dynamics.
