New rules taking effect on August 26 target overcrowded residential spaces and unauthorized sub-leasing across the emirate.

DUBAI : Municipal authorities in Dubai have announced stringent new regulations governing shared residential apartments, introducing severe financial penalties for property owners, tenants, and operators who violate occupancy rules.

Dubai is set to implement sweeping new enforcement measures against illegal shared accommodation starting August 26, imposing fines of up to AED 500,000 for initial violations and up to AED 1 million for repeat offenses. The updated regulations aim to eliminate overcrowded living spaces, enforce safety compliance, and maintain health standards across residential districts in the emirate.

Expanded Enforcement Against Sub-leasing

Under the enhanced legal framework, authorities will conduct targeted inspections across residential neighborhoods to identify unauthorized multi-occupancy units, partitioned flats, and illegal subletting arrangements. Residential properties leased under single-tenant agreements must adhere strictly to approved occupancy limits, and subletting to multiple individuals without explicit municipal approval and building operator consent remains strictly prohibited.

Property management entities and individual landlords have been tasked with reviewing current tenancy agreements prior to the August 26 implementation date. Fines will apply to property owners who allow unauthorized sub-leasing as well as main tenants operating illegal partition setups.

Severe Financial Penalties

The regulatory overhaul outlines a escalated penalty structure designed to deter systemic violations. First-time offenders caught hosting unauthorized sub-tenants or modifying physical apartment layouts without municipal authorization face immediate fines starting at AED 500,000.

For recurring non-compliance or failure to rectify violations within the designated grace period, fines double to a maximum of AED 1,000,000. Authorities may also issue temporary shutdown orders, cut utility services, or initiate legal proceedings against repeat offenders.

Safety, Infrastructure, and Residential Standards

Municipal safety officials emphasized that the campaign primarily targets unsafe living environments that place structural and electrical strain on residential buildings. Unregulated partitioning frequently leads to fire hazards, overwhelmed sanitation systems, and severe parking shortages in high-density residential zones.

Building management firms across Dubai have begun issuing notices to residents, advising them to regularize their living arrangements, remove temporary partitions, and comply with official Ejari registration requirements ahead of the August deadline.
