GDRFA Dubai Partners with MBRSG to Launch National Values-Driven Leadership Program

Sixty-five senior officials and department directors undergo strategic training to embed UAE identity, governance, and sustainability into public sector leadership.

DUBAI, UAE:The General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA Dubai) has partnered with the Mohammed Bin Rashid School of Government (MBRSG) to roll out an intensive leadership development program centered on national identity, values, and strategic governance.

The specialized initiative, titled “Leadership through Values and National Identity,” brings together 65 senior officials across two dedicated cohorts. The training group includes department directors, deputy directors, office managers, and shift supervisors from across the residency and border authority.

Designed to integrate theoretical frameworks with daily public sector realities, the curriculum combines practical lectures, real-world case studies, applied exercises, research papers, and interactive dialogue sessions with senior government figures.

Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai, emphasized that developing human capital remains a primary strategic investment for enhancing institutional capabilities and service delivery across the emirate.

“National values and identity form the foundational pillars of effective public sector leadership,” Lt. Gen. Al Marri said. “They serve as a moral compass for executive decision-making and operational management. This training ensures our leadership teams can successfully navigate diverse workplace environments, formulate long-term strategic plans, and consistently translate core UAE values into exceptional service delivery for the public.”

The program also incorporates training modules focused on institutional sustainability, green economy practices, and environmental, social, and economic decision-making frameworks. Additionally, participants are evaluated on inclusive leadership, cross-functional team management, strategic communication, and organizational innovation.

Dr. Ali Sebaa Al Marri, Executive President of MBRSG, highlighted the alignment between the program and the leadership vision of the UAE government.

“By bridging academic rigor with practical public governance, we are empowering officials to anticipate future institutional challenges and execute sound strategic judgments,” Dr. Al Marri noted.

Hosted at the Mohammed Bin Rashid School of Government campus, the program spans two full days with five hours of intensive instruction per day, aiming to build a future-ready, value-driven administrative framework across Dubai’s public entities.
