Industry leaders preparing for the inaugural September summit in Riyadh warn that building specialized domestic talent is critical to unlocking Vision 2030’s target of 1.5 million sector jobs.

RIYADH, Saudi Arabia:Saudi Arabia is shifting its multi-billion-dollar tourism strategy from rapid destination building to long-term human capital development, prioritizing specialized careers and leadership pathways for Saudi nationals as the Kingdom targets 150 million visitors annually by 2030.

The strategic pivot comes as international event organizers prepare to launch the inaugural WTM Spotlight Riyadh from September 8–10, 2026, at the Riyadh Front Exhibition & Convention Center. Organized by RX in partnership with Chemonics International, the trade event will convene global policymakers, education leaders, and mega-project executives to address the workforce infrastructure required to sustain Saudi Arabia’s expanding tourism ecosystem.

Official data from the Saudi General Authority for Statistics (GASTAT) reveals that while employment across national tourism activities has surpassed 1 million workers, Saudi citizens currently account for approximately 25 percent of that total.

Saudi Arabia shifts focus to human capital and local leadership as WTM Spotlight Riyadh launches Sept 8-10, targeting 1.5 million tourism jobs by 2030.

Regional economic advisers emphasize that the main challenge has moved beyond job creation toward structural talent pipeline integration.

“Saudi Arabia has generated tourism jobs at a remarkable pace,” said Ibrahim Osta, Senior Director of Economic Growth and Global Tourism Lead at Chemonics International, who will chair a key panel on the event’s Future Stage. “The next phase requires deepening those opportunities through entry, specialized expertise, progression into leadership, and entrepreneurial ventures for Saudi nationals.”

Osta noted that standalone training institutes are insufficient without end-to-end integration between professional standards, employer requirements, accredited qualifications, and clear promotional ladders.

The upcoming summit’s final day will feature a flagship panel titled “Talent & Leadership Panel: 1 Million Tourism Jobs – Delivering Saudi Arabia’s Post-2030 Vision,” bringing together public and private sector leadership.

Confirmed speakers include Salem Al-Shahrani, Chief of Staff at King Salman Gateway Project and Ru’a Al Madinah Holding; Raed Al-Ghamdi, Assistant Director of Education and Capacity Building at Red Sea Global; Fahad Al-Haqbani, Associate Dean of Graduate Studies and Scientific Research at King Saud University’s College of Tourism and Archaeology; Edmund C. Bartlett, Minister of Tourism for Jamaica; Muhannad Al-Ghanmi, Director of Leadership Development at Qiddiya; and Salman Al-Arifi, General Manager of Technology Enablement at the Saudi Ministry of Tourism.

As mega-developments shift into operational phases, industry executives stress that future workforce demands will extend far beyond front-of-house hospitality roles into technical, analytical, and digital disciplines.

“The future tourism workforce will not be a monolith,” said Salem Al-Shahrani. “A destination requires specialized talent in engineering, infrastructure, retail, culture, mobility, and technology—all operating seamlessly together.”

Al-Shahrani highlighted that the King Salman Gateway Project alone—a major development adjacent to the Grand Mosque in Makkah—is projected to generate over 300,000 jobs by 2036 across diverse operational and technical sectors.

Exhibitor organizers report growing global interest in the inaugural Riyadh event, which joins the international World Travel Market portfolio alongside WTM London, Arabian Travel Market in Dubai, WTM Latin America, and WTM Africa.

“Saudi Arabia has shown extraordinary ambition in developing its tourism sector,” said Danielle Curtis, Exhibition Director ME for RX. “The priority for the next phase will be ensuring the talent pipeline evolves at the same pace, turning physical growth into lasting economic impact.”
