Former residents can secure a Good Conduct Certificate using an expired Emirates ID, with remote verification pathways open worldwide
DUBAI, Oct. 2, 2026 : Dubai Police has outlined clear protocols for citizens, current expatriates, and former residents living abroad to secure a Police Clearance Certificate, affirming that previous residency records—including expired Emirates IDs—remain sufficient to complete the application online.
The document, officially known as the Good Conduct Certificate, serves as primary criminal background verification for international employment, residency changes, university admissions, and government licensing. Former expatriates who have relocated overseas do not need to return to the UAE to request the clearance, provided their biometric information remains accessible in federal databases.

Applications can be completed through the Dubai Police smart app or the force’s digital portal. Applicants begin by choosing their status—citizen, resident, visitor, or applicant outside the country—before entering their Emirates ID and contact credentials. The platform validates identity via a one-time password (OTP) delivered to the mobile number registered against the Emirates ID.
Overseas users must upload a current personal passport photograph, a copy of their valid passport, and their previous UAE residence visa. Those applying from abroad who never registered ten-digit biometric fingerprints or whose records are inaccessible must submit a physical ten-print fingerprint card attested by the UAE Embassy in their country of residence.
For individuals currently inside the country who lack an Emirates ID or require new biometric collection, Dubai Police directs applicants to visit dedicated service desks during working hours. In-person processing stations include:
- Al Qusais Police Station
- Ports Police Station
- Al Rashidiya Police Station
- Jebel Ali Police Station
Once cleared, digital certificates are delivered to the applicant’s registered email address. Applicants can also monitor tracking and retrieve records via the “Application Status” feature using their reference transaction code. The certificate carries a strict validity of three months from the date of issue. Authorities advise applicants to align their submission timing with the processing schedules of receiving embassies or prospective employers.
