Dubai GDRFA Prepares for Major Government Service Transformation Announced by Sheikh Mohammed

Lieutenant General Mohammed Ahmed Al Marri says the residency agency is shifting from reactive service delivery to predictive, human-centred systems ahead of November’s nationwide rollout.

DUBAI, Oct 8 : The General Directorate of Residency and Foreigners Affairs in Dubai is overhauling its operating framework to introduce predictive, connected services ahead of the UAE’s largest-ever government transformation project scheduled for announcement in November, GDRFA Director General Lieutenant General Mohammed Ahmed Al Marri said.

The strategic pivot follows a directive from Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, signaling an unprecedented restructuring of how public services are engineered, shared, and delivered across the emirates.

Al Marri confirmed that GDRFA Dubai has begun aligning its internal divisions to meet the November agenda. The initiative focuses on anticipating applicant needs rather than simply accelerating administrative processing speeds.

“True development must account for the entire customer journey,” Al Marri said. “Our objective goes beyond keeping pace with ongoing changes. We are actively shaping how services will function years from now.”

The upcoming transformation will integrate data sharing across UAE federal and local agencies, cutting routine bureaucratic steps for citizens, expatriates, and tourists. Passports, residence permits, entry visas, and border clearance protocols handled by GDRFA will lean further on automated verification, unified portals, and smart border technologies.

Al Marri pointed out that while Dubai has recorded consistently high citizen and resident satisfaction scores across digital channels, maintaining that standard requires moving past incremental upgrades. The focus is shifting toward predictive models—systems that recognize document renewals, status changes, and residency requirements automatically before an applicant submits a manual request.

Cross-departmental collaboration forms the backbone of the reform. The GDRFA chief stressed that government agencies can no longer operate in isolation. Integrated operational architecture will connect residency files directly with partner entities, from municipal records to national licensing registries.

The restructuring also ties directly into border management. According to Al Marri, strengthening border security and raising service convenience are complementary goals. Modern data infrastructure allows border control points and digital visa platforms to handle rising passenger volumes through Dubai’s airports without compromising screening integrity or traveler convenience.

Al Marri added that every decision under the incoming phase will center on human outcomes, ensuring digital platforms reduce friction rather than create technological barriers. Further operational specifics of the nationwide program will be disclosed upon the official November rollout by the UAE leadership.
