Officials inspect automated visa approvals, AI systems, and Dubai’s zero-bureaucracy drive during a bilateral visit to GDRFA headquarters
DUBAI —A senior delegation from Qatar’s Ministry of Interior has completed an official working visit to the General Directorate of Residency and Foreigners Affairs in Dubai to review the emirate’s automated residency systems, artificial intelligence initiatives, and streamlined immigration processing models.
The Qatari delegation was headed by Brigadier Mohammed Ali Al Muhannadi, Director of the Unified Services Department at the Passports Directorate. The team was received at GDRFA Dubai headquarters by Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai, alongside Deputy Director General Major General Obaid Muhair bin Suroor and Major General Khalaf Ahmed Al Ghaith, Assistant Director General for Entry and Residency Permits.



Discussions focused on sharing institutional expertise, improving cross-border operational readiness, and scaling smart administrative tools between the two Gulf nations.
“Bilateral ties between the UAE and Qatar provide a solid foundation for deeper government collaboration and technical exchange,” Lt. Gen. Al Marri said during the meetings. “Technology alone does not drive administrative excellence. It requires effective institutional governance, continuous upskilling, and a structured culture of innovation.”
Dubai immigration officials presented their core digital frameworks, including automated pre-approvals driven by machine learning, integrated residency service packages, and real-time operational performance dashboards. The Qatari delegates also reviewed digital compliance and auditing systems currently monitoring Amer service centres across the emirate.



A substantial portion of the visit centered on the UAE’s federal Zero Government Bureaucracy programme. GDRFA teams demonstrated how the directorate has systematically eliminated redundant procedural layers, consolidated multi-agency approvals, and shortened turnaround times for residence visa issuance and renewals.
The delegation toured GDRFA’s Innovation and Future Centre, which houses the department’s Customer Experience Lab and the Innovation Accelerators Lab. The facility runs predictive service modelling, testing emerging technologies against passenger flow projections, smart border-crossing infrastructure, and biometric clearance mechanisms.
The working visit forms part of ongoing administrative consultations among GCC interior ministries aimed at modernizing passport and civil registry frameworks ahead of anticipated regional travel growth.
