With the Participation of Government Entity Representatives
Dubai. Roads and Transport Authority. 13 October 2026:Dubai’s Roads and Transport Authority (RTA) held a design workshop to develop its No-Objection Certificate (NOC) and building permit system. Representatives of government entities across Dubai took part, along with several infrastructure project consultants. The workshop discussed key current challenges and future opportunities, and reviewed development initiatives and projects aimed at simplifying procedures and improving the efficiency of RTA’s services.
RTA is committed to supporting the sustainability of infrastructure projects and reinforcing Dubai’s position as a global hub for business and competitiveness. This is achieved by designing the approvals and permits issuance process and exploring ways to accelerate it, thereby enhancing customer experience and satisfaction, strengthening digital integration among government entities, and sustaining Dubai’s ambitious development momentum.

Arif Shakri, Director of the Right-of-Way at RTA’s Traffic and Roads Agency, said: “RTA is committed to enhancing the efficiency of the NOC and building permit system and reducing transaction times, particularly as the number of infrastructure projects across the emirate continues to grow. This also supports greater integration and data exchange among entities, in line with Dubai Government’s objectives of delivering proactive digital services of world-class efficiency.”
Shakri added: “The electronic NOC system is an integrated platform overseen by RTA that brings together 11 service entities under one umbrella to issue unified NOCs for infrastructure works within the right-of-way. The average transaction completion time ranges from three to seven days, depending on the nature and scale of the works. A total of 45,595 NOCs were issued for infrastructure works and projects in the first half of 2026.”
The workshop produced a package of proposals and initiatives to enhance the system’s operations. Key proposals included revising the documents required for each type of NOC, introducing new types of NOCs, automating all activities related to construction works for customers to commence work as soon as the NOC is issued, and merging related application types into a single application to shorten submission time for applicants.
