His Excellency Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority (RTA), chaired the Dubai Metro Blue Line Forum meeting at the Precast Concrete Production and Storage Factory in International City. The meeting was attended by the chairmen of MAPA, Limak and CRRC Hong Kong, senior representatives of the project’s consultancy and contracting firms, along with several RTA CEOs.
The Forum, which convenes regularly as part of RTA’s governance framework, reviewed the latest updates and overall progress of the Dubai Metro Blue Line Project to ensure alignment with the approved implementation schedule.

More than 3,000 workers and 500 engineers and specialists are currently deployed across 12 construction sites. To date, the project has recorded over 4.6 million working hours, with overall completion reaching 12%. Progress is expected to increase to 30% by the end of 2026, with the project scheduled to open on 9 September 2029, in line with the approved programme.
During the visit, Al Tayer and Forum members inspected the ready-mix concrete casting facilities. The Dubai Metro Blue Line is the first RTA rail project to integrate two ready-mix concrete batching plants and two precast concrete production and storage facilities located in Al Ruwayyah 3 and International City. This integrated approach enhances quality control, improves construction efficiency, optimises logistics, strengthens supply chain management, and accelerates project delivery.

The ready-mix concrete batching plant in Al Ruwayyah 3 has a production capacity of 200 cubic metres per day, while the viaduct precast yard produces between 10 and 12 viaduct segments daily. In International City, the ready-mix concrete batching plant produces 120 cubic metres per day, and the tunnel rings precast factory manufactures 12 rings daily.
Spanning 30 kilometres and comprising 14 stations, the Dubai Metro Blue Line is one of RTA’s flagship strategic projects. It connects the Red and Green Lines of the Dubai Metro and serves areas expected to accommodate around one million residents by 2040. The line will enable direct travel to Dubai International Airport within 20 minutes and supports the Dubai 2040 Urban Master Plan by linking the city’s fifth urban area to the metro network.
The project also advances the 20-minute city concept, supports Transit-Oriented Development (TOD), contributes to the Dubai Economic Agenda (D33), increases land and property values around stations by up to 25%, and reduces traffic congestion by 20% along the corridors served by the Blue Line.
