Official MENA Music Charts Roll Out Strict Generative AI Eligibility Rules

New regional framework mandates human authorship and lawful AI licensing for chart-eligible tracks across 13 Middle Eastern and North African markets.

ABU DHABI:The Official MENA Chart and its regional network have introduced new regulatory principles governing generative artificial intelligence in sound recordings, establishing strict human-authorship requirements for tracks competing on official music charts across the Middle East and North Africa.

The framework, developed by the International Federation of the Phonographic Industry (IFPI) in coordination with major music labels including Sony Music, Universal Music Group, and Warner Music Group, takes immediate effect across 13 regional markets. The criteria will be simultaneously applied to national chart operations in Egypt, Saudi Arabia, the United Arab Emirates, and North Africa.

Under the new standards, recordings incorporating generative AI must satisfy specific threshold conditions to qualify for chart placement. Eligible tracks must be substantially human-made, utilize fully licensed and authorized AI technologies, and comply with existing copyright and personality rights legislation. Furthermore, recordings must be properly labeled on digital streaming platforms to notify listeners of AI involvement, and must show no indications of stream or chart manipulation.

The decision addresses the proliferation of synthetic audio content trained on copyrighted music catalogs without creator authorization. While record companies continue to license commercial AI tools for creative use, industry bodies are working to prevent unauthorized models from gaining commercial momentum or chart recognition.

“Official music charts do more than just track sales; they celebrate human artistry and endeavour,” said Victoria Oakley, Chief Executive Officer of IFPI. “These principles provide a pathway for innovation while ensuring we don’t include tracks generated by systems that are ripping off artists and their music.”

Rawan Al-Dabbas, IFPI Regional Director for the MENA region, emphasized that the framework balances technological adaptation with the protection of traditional creative output. “It’s important we ensure we continue to celebrate the success of these incredible artists, whilst also creating the space for new and emerging forms of innovation,” Al-Dabbas said.

The policy alignment follows a broader initiative by global recording industry groups to establish voluntary labeling standards distinguishing “AI-Generated” content from “AI-Assisted” productions across digital streaming services.
