AJMAN, United Arab Emirates —The Ajman Municipality and Planning Department has rolled out 27 targeted artificial intelligence systems across its public health, infrastructure, financial, and municipal service divisions, transitioning routine administrative work into real-time digital workflows.

Sheikh Rashid bin Humaid Al Nuaimi, Chairman of the Ajman Municipality and Planning Department, reviewed the operational phase of the projects during an executive briefing with department heads and Director General Abdulrahman Mohammed Al Nuaimi. The technological shift aligns directly with the Ajman Artificial Intelligence Programme initiated by Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Ajman Executive Council, establishing autonomous decision-support models across local civic governance.

The operational impact is most visible across civil engineering and urban development, where municipal authorities have cut procedural delays from weeks to days or hours.

Under the Infrastructure Development Sector, the Planning and Survey Department launched the “Urban Intelligence Lens” alongside Esri GeoAI. The software converts static master planning maps into live spatial models, dropping urban planning approval periods from 21 days down to three.

Complementary software, developed with TestFit, simulates land-use layouts and facility placement within hours—a phase that previously tied up surveyors for five working days. The Spatial Information Systems Department partnered with TerraLab and Carto to compress scenario mapping from 17 days to four. For builders and developers, the Roads and Infrastructure Department teamed up with Bentley Systems to automate Land Level Certificates through computer vision, processing structural elevations instantly instead of taking 24 hours.

Public health operations have similarly moved toward predictive control:

  • Smart Food Registration & Unified Clearance: The Public Health Department instituted a unified registry and clearance engine spanning seven interconnected import, export, and cross-border food safety approvals.
  • The “Raqeeb” Oversight Engine: Evaluates violation patterns and commercial history to automatically dispatch inspectors to high-risk premises.
  • Autonomous Pest Eradication: Employs computer-vision field traps to detect pest densities, mapping hotspots and feeding flight coordinates directly to surveillance and extermination drones.
  • Central Laboratory Automation: Deployed “Baseer,” a conversational technical assistant, alongside LabVantage’s Laboratory Information Management System (LIMS) to automate the entire testing pipeline from sample intake to chemical certification.

Administrative and commercial sectors have integrated automated checks into financial and procurement operations. An invoice-auditing tool developed with Replit uses optical character recognition to cross-check supplier claims and internal petty cash against Ajman Government’s Unified Financial System guidelines. Municipal purchasing has shifted to “My Tenders,” an end-to-end portal running bid documentation, submission analysis, and vendor scoring through algorithmic models.

Property evaluations under the Investment Department now draw on machine-learning models built with 1o Solutions, aggregating sales, lease listings, and community parameters to update fair-market values. Security across municipal assets relies on “Husn,” a visual analytics platform designed with Scylla Computer Vision Systems to identify perimeter breaches and vehicular infractions.

To govern these automated agents, the Smart Services Department adopted the ISO 42001 Artificial Intelligence Management System standard within an internal “AI Foundry” framework, ensuring automated decisions adhere to statutory regulations. Frontline civic facilities have implemented Core42-backed “Smart Guide 360” terminals alongside algorithmic queue engines that forecast footfall surges and adjust staffing allocations before physical bottlenecks develop.

Tenancy disputes will be addressed through “Tibyan,” an algorithmic dispute-resolution system developed with Core42 to interpret local tenancy regulations, calculate compensations, and assist legal arbiters in reviewing caseloads.

Internal staff training runs through the “AI Makers Journey” at Ajman X Centre and AI Brain, pairing municipal personnel with accredited international institutions across practical 15-day operational challenges. Sheikh Rashid instructed all project teams to complete remaining milestones, noting that administrative efficiency directly influences foreign investment inflows and citizen welfare across the emirate.
