DUBAI, Sept. 10, 2026 : Dubai Municipality has signed a bilateral cooperation agreement with Singapore’s BCA International to integrate advanced construction technologies, modular building systems, and sustainable regulatory practices across the emirate’s real estate sector.
The agreement, finalized during an official mission to the city-state led by Marwan Ahmed bin Ghalita, Director-General of Dubai Municipality, establishes an institutional framework for technical exchange between Dubai and Singapore’s built environment authorities.
Under the terms of the accord with BCA International—the commercial and consulting subsidiary of Singapore’s Building and Construction Authority—the two entities will run joint training initiatives, share regulatory policies on green building standards, and open channels for Singaporean engineering firms to participate in upcoming infrastructure programs across Dubai. The partnership also covers technical advisory for building assessments and quality inspections throughout the emirate.
Bin Ghalita said international partnerships remain central to updating Dubai’s engineering governance alongside global digital and structural shifts. The goal, he noted, centers on creating a construction environment that lowers project life-cycle costs, trims environmental footprints, and accelerates delivery timelines.
During the visit, the municipal delegation attended International Built Environment Week (IBEW) 2026 and the concurrent BEX Asia trade exhibition, which drew over 14,000 global participants. Discussions between Dubai officials and Singapore’s Building and Construction Authority focused on regulatory adjustments required to implement Prefabricated Prefinished Volumetric Construction (PPVC), automated safety-monitoring systems, and artificial intelligence-driven inspection routines.
The delegation also conducted on-site technical evaluations of major industrial and residential sites across Singapore. At Changi Business Park, officials toured the Asia-Pacific headquarters and innovation facility of Kajima Corporation, examining pilot tests for construction robotics, structural automation, and digital twins designed to monitor building lifecycle operations in real time.
To assess modular delivery models, the team inspected high-density residential developments, including the Avenue South Residence, alongside active project sites operated by United Tec Construction. The reviews focused on the supply chain logistics of volumetric prefabrication—tracking modules from factory assembly lines to transport corridors and final tower placement—with specific emphasis on reduced site waste, lower labor concentrations, and accelerated build schedules.
The deployment of these construction methodologies aligns with Dubai’s ongoing efforts to update building codes and drive digital adoption across public and commercial civil works projects.
