The year-long initiative achieves a 97% satisfaction rate, facilitating the exchange of 55 best practices across five major Dubai government entities.
DUBAI: The General Directorate of Residency and Foreigners Affairs (GDRFA) in Dubai has officially concluded the second edition of its pioneering initiative, “Partners in Leadership 2.0.” Running from May 30, 2025, to June 11, 2026, the program marks a monumental shift in inter-governmental cooperation, moving beyond mere knowledge sharing to establishing tangible, high-impact institutional achievements across several of Dubai’s key public sectors.
Overseen by the Dubai Government Excellence Program (DGEP), the initiative saw active, full-scale participation from the Dubai Government Human Resources Department, the Community Development Authority, the Dubai Legal Affairs Department, the Dubai Sports Council, and the Awqaf and Minors Affairs Foundation. According to official data released by the GDRFA, all five participating government entities successfully achieved 100% completion of their institutional development plans.
The comprehensive program included more than 31 coordination meetings, 29 specialized training workshops, and 17 institutional evaluation sessions. A total of 353 officials participated in over 46 hours of rigorous evaluation, culminating in an impressive 97% participant satisfaction rate.
A total of 55 administrative best practices were exchanged during the initiative to optimize institutional performance. The Community Development Authority led the exchange with 19 models, followed by the Dubai Government Human Resources Department with 12, the Awqaf and Minors Affairs Foundation with 10, the Dubai Sports Council with 9, and the Dubai Legal Affairs Department with 8. These institutional models spanned critical modern operational areas, including financial efficiency, governance, sustainable development, supply chain management, innovation, artificial intelligence (AI), and institutional impact assessment.
To sustain this collaborative momentum, the closing ceremony featured the launch of the “Leadership Partners Portal.” This state-of-the-art digital platform is designed to streamline future communication, enhance data transfer, accelerate response times, and optimize resource allocation between government entities.
The high-profile closing ceremony was attended by Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA; Hessa bint Essa Buhumaid, Director General of the Community Development Authority; Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department; Dr. Lowai Mohamed Belhoul, Director General of the Dubai Legal Affairs Department; and Major General Obaid Muhair bin Suroor, Deputy Director General of GDRFA, along with several other senior dignitaries.
“The true success of ‘Partners in Leadership 2.0’ lies not just in numerical metrics, but in our ability to transform knowledge into actionable strategies and measurable institutional milestones,” stated Lieutenant General Mohammed Ahmed Al Marri. He emphasized that Dubai’s strength lies in its unified governance, which actively integrates diverse institutional expertise to build a government capable of navigating future global challenges.
Brigadier Abdulsamad Hussain Suleiman, Assistant Director General of the Pioneering and Future Sector at GDRFA, added that the initiative serves as a highly practical framework for converting experience into sustainable development structures. He noted that the project has significantly enhanced the resilience of public entities through synchronized coordination and benchmarking.
Government excellence is no longer viewed as an isolated institutional achievement, but rather as the direct outcome of mutual learning and structured synergy. The GDRFA affirmed that this initiative marks a definitive stride in bolstering the Dubai government’s global competitiveness and future readiness.
