UNITED NATIONS — September 24, 2026 : Iranian diplomats on the sidelines of the UN General Assembly have presented a framework proposal calling for a regional ceasefire of up to 60 days and a phased reopening of the Strait of Hormuz, even as Iranian President Masoud Pezeshkian delivered a defiant address warning that the Islamic Republic will never surrender to Washington’s pressure.

The indirect diplomatic contacts, brokered by Qatar, mark the first substantive bilateral communication between Washington and Tehran since an earlier interim accord fell apart in July. Iranian Foreign Minister Abbas Araghchi engaged in nearly three hours of shuttle diplomacy with US Special Envoy Steve Witkoff and Jared Kushner in New York, conveying Tehran’s requirements for reviving wider negotiations.

According to officials familiar with the discussions, Tehran’s proposal hinges on three core demands: the suspension of American naval enforcement operations outside Iranian ports, the unfreezing of restricted financial assets, and an immediate halt to strikes on allied groups across the region. In exchange, Iran has offered a 60-day pause in hostilities alongside a bilaterally supervised maritime corridor through the Strait of Hormuz.

Addressing world leaders at the UN podium, President Masoud Pezeshkian struck a starkly different tone from the backroom negotiations. Pezeshkian declared that Iran would never “bend at the knee” before foreign ultimatums, insisting that legitimate diplomacy cannot proceed under military coercion. His remarks underscored sharp domestic friction in Tehran, where conservative factions and hardliners have questioned whether Araghchi held proper constitutional authority to initiate engagement with American representatives.

At the same time, the US military is keeping up operational pressure on maritime commerce entering and exiting Iranian waters. U.S. Central Command confirmed that American warships enforcing what the Pentagon terms a “steel wall blockade” have now redirected 115 commercial vessels attempting to dock at or transit from Iranian coastal terminals. CENTCOM clarified that the operations involve the diversion of targeted merchant ships rather than seizures or vessel destructions, with general regional commercial lanes left open.

US President Donald Trump acknowledged the indirect exchanges, describing the New York sessions as “very productive” while reiterating his stance that Tehran must choose between concluding a verifiable agreement or facing overwhelming military consequences.

The diplomatic opening has provided brief relief to energy markets. Global oil prices held near two-week lows, with Brent crude trading just below $100 per barrel after intense swings triggered by regional strikes earlier this month. Whether the 60-day framework can overcome the dual hurdles of enforcement on the water and domestic hardline opposition in both capitals remains the critical question as delegates conclude high-level meetings in New York.
