Rising fuel costs and voter fatigue push vulnerable Republicans toward a rare break with the White House ahead of November elections.

WASHINGTON —The United States Senate is scheduled to vote Thursday on a war powers resolution designed to halt President Donald Trump’s military offensive in Iran, as surging energy costs and voter unease mount ahead of November’s midterm elections.

The measure represents what may be the final chance before Election Day for lawmakers to formally take a stand on a conflict that has spanned more than seven months and consumed roughly $43.5 billion in federal spending.

With pump prices squeezing household budgets across competitive congressional districts, several Republican lawmakers have signaled growing reluctance to back the ongoing military campaign unconditionally. The political strain follows Trump’s recent address before the United Nations General Assembly, where he delivered sharp rhetoric threatening to “annihilate” Tehran.

Virginia Democrat Tim Kaine, who drafted and pushed the measure forward, pointed to shifting sentiment among his colleagues across the aisle. “They have been carrying water for this ridiculous and illegal war for months and months and months and not listening to their constituents,” Kaine said. “And now they finally are.”

Economic pressure in rural districts has intensified congressional anxiety. According to polling by The Associated Press and KFF, nearly half of rural voters view the economy as worse off, with food, fuel, and healthcare costs topping their list of concerns.

Breaking with party leadership, Senator Thom Tillis, a North Carolina Republican, announced his intent to vote for the resolution. “We’ve got to break the cycle,” Tillis stated, reflecting the unease among lawmakers facing tough reelection environments.

War powers resolutions function largely as symbolic congressional rebukes rather than binding legal cutoffs, because they do not head to the president’s desk for signature. Even so, they represent one of Capitol Hill’s most direct legislative instruments to express formal dissent against executive branch military operations without outright slashing defense appropriations.

Thursday’s roll call marks the 14th time the Senate has taken up a war powers measure since military operations commenced on Feb. 28. Earlier in the month, the House passed a third version of the measure, drawing support from seven Republicans. Among them were Iowa Representatives Zach Nunn and Mariannette Miller-Meeks, both contending with voters sharply focused on rural inflation.

Discipline inside the Senate Republican caucus has frayed before. In June, four Republicans crossed party lines to pass a similar measure, though the chamber reversed course the following day after Trump confronted dissenting senators during an acrimonious closed-door luncheon. Louisiana Senator Bill Cassidy, who defended his initial vote before engaging in a tense exchange with the president, subsequently reversed his stance after receiving a White House briefing.

Internal disagreements persist within the party over how to address voter frustration. Senator John Kennedy of Louisiana has pressed the White House to deliver a prime-time national address outlining the military endgame and strategic objectives, noting that voters remain unsettled by both the war and broader living costs. Other conservatives, including Missouri Senator Josh Hawley, continue to oppose the resolution, arguing the president retains legitimate authority to direct foreign military action and urging colleagues to address cost-of-living concerns through separate economic policies.

House Democratic Leader Hakeem Jeffries dismissed late Republican shifts, arguing that lawmakers across the aisle were merely responding to electoral jeopardy rather than principle.
