The Ministry of Human Resources and Emiratisation reinforces strict compliance as the annual summer midday work ban takes effect across the UAE.
ABU DHABI, July 6, 2026 — The UAE Ministry of Human Resources and Emiratisation (MoHRE) has reiterated that employers violating the mandatory summer midday work ban will face stringent legal action and administrative penalties, including fines reaching up to AED 50,000.
The United Arab Emirates has officially implemented its annual midday work ban, designed to safeguard the health and safety of outdoor laborers during the peak summer heat. Under the directive, outdoor work under direct sunlight is strictly prohibited between 12:30 PM and 3:00 PM daily.
Authorities have announced a strict penalty structure to ensure compliance. Establishments found violating the regulations will face a fine of AED 5,000 per worker found working during the restricted hours. If multiple employees are involved, the cumulative fine can reach a maximum cap of AED 50,000. In addition to financial penalties, non-compliant firms risk having their operational status downgraded by the ministry.
The MoHRE emphasized that the policy is a cornerstone of the nation’s occupational health framework, aiming to protect workers from heat exhaustion and heatstroke. Employers are required to provide shaded areas for workers during their rest periods and equip worksites with adequate cooling measures, hydrating water, and first-aid kits.
Certain emergency works—such as urgent repairs to water mains, electricity grids, and traffic blockages—are exempted from the ban. However, employers responsible for these exempted projects must still ensure that safety measures are strictly enforced to protect the workforce. Citizens and residents are urged to report any violations to the ministry through its official digital channels and call center.
