Dubai’s General Directorate of Identity and Foreigners Affairs (GDRFA) organised the graduation ceremony for the eighth batch of its ‘Creative Talent Care’ Diploma, marking the successful completion of a three-month professional training programme aimed at enhancing innovation and efficiency in government services.
A total of 35 participants graduated from the programme. As part of the ceremony, the graduates presented five innovative projects they developed to address institutional challenges and improve service quality. The diploma combines theoretical learning with hands-on practical training, enabling participants to transform ideas into real-world solutions.

The event was attended by several senior officials, including Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai; Hessa bint Essa Buhumaid, Director General of the Dubai Community Development Authority; Ahmed Saeed bin Meshar, Secretary General of the Supreme Legislation Committee; Dr Abdulrahman Al Muaini, Assistant Undersecretary at the UAE Ministry of Economy; Dr Yousif Al Assaf, President of RIT Dubai; and Major General Obaid bin Suroor, Assistant Director General of GDRFA Dubai.
Speaking at the ceremony, Lt Gen Mohammed Ahmed Al Marri said that implementing innovative ideas is a defining feature of GDRFA’s operations. He noted that the programme plays a vital role in identifying talented individuals and empowering them to convert their knowledge into practical and impactful solutions.
The diploma programme was conducted in collaboration with the Rochester Institute of Technology (RIT) Dubai. It forms part of GDRFA Dubai’s ongoing efforts to empower government employees and enhance public services in line with future needs.
