Montenegro Opens Summer Visa-Free Entry for Long-Term UAE Foreign Residents

Exemption applies from May 1 to October 1 for expatriates holding three consecutive years of UAE residency who travel on direct flights with tour packages.

DUBAI : UAE expatriate residents holding at least three consecutive years of valid residency can now travel to Montenegro visa-free for up to 10 days during the 2026 summer season, following a new travel facilitation decree announced by the Montenegrin Ministry of Foreign Affairs.

Montenegro’s Ministry of Foreign Affairs has introduced a temporary visa exemption scheme aiming to boost summer tourism from the Arabian Gulf. Under the regulation, foreign passport holders residing in the UAE can enter Montenegro without applying for a visa prior to departure, provided they meet specific criteria set by Podgorica authorities.

The seasonal exemption is operational from May 1 through October 1, 2026. To qualify at border control, eligible travelers must fly directly from the UAE to Montenegro, present a passport valid for the duration of their visit, and produce proof of a pre-booked organized tour package.

The initiative targets the UAE’s extensive expatriate community, providing a streamlined travel route to the Balkan nation during peak holiday months. Standard entry rules generally require many non-EU foreign nationals in the Gulf to secure a tourist visa in advance through diplomatic missions or visa centers.

Travel demand across the Middle East increases sharply between May and September as residents seek temperate destinations. Direct aviation connectivity between the UAE and Montenegro—specifically flights connecting Dubai to Tivat or Podgorica—serves as a core prerequisite under the terms of the decree.

The temporary rule aligns Montenegro with several European and Central Asian nations offering relaxed entry requirements for Gulf residents. Destinations such as Georgia, Azerbaijan, Armenia, and Uzbekistan have established similar visa-free, visa-on-arrival, or electronic visa frameworks tailored to long-term UAE residents, reflecting growing regional competition for GCC-based outbound tourism.

Travel agencies and airlines operating routes between the UAE and the Western Balkans are advising passengers to ensure their UAE residency status reflects three uninterrupted years of validity alongside valid tour package documentation prior to airport check-in.
