Roads and Transport Authority (RTA) has opened the full scope of works under the Hessa Street Development Project, marking a major upgrade to one of Dubai’s key traffic corridors.
The completed project spans 4.5 kilometres between Sheikh Zayed Road and Al Khail Road, significantly improving traffic flow and reducing travel time from 15 minutes to just 4 minutes.
The upgrade included widening Hessa Street to four lanes in each direction and enhancing four major intersections—Sheikh Zayed Road, First Al Khail Street, Al Asayel Street, and Al Khail Road—through new bridges and traffic solutions.


Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, said the project aligns with Dubai’s leadership vision to expand infrastructure, accommodate urban growth, and improve mobility across the emirate.
He noted that Hessa Street serves several key residential and development areas, including Al Sufouh, Al Barsha, and Jumeirah Village Circle, with the population in these areas expected to exceed 640,000 by 2030.
The project has doubled the road’s capacity from 8,000 to 16,000 vehicles per hour in both directions, representing a 100% increase and significantly easing congestion along the corridor.
The development introduced several major engineering upgrades, including directional ramps, bridge expansions, and new parallel structures to improve traffic distribution and reduce bottlenecks. A key feature includes a ramp constructed above the Dubai Metro Red Line to facilitate smoother connectivity between major routes.


RTA has also commenced Phase 2 of the project, extending Hessa Street from Al Khail Road to Sheikh Mohammed bin Zayed Road over a 3-kilometre stretch. This phase will include the construction of 8,835 metres of bridges and a 480-metre tunnel, alongside upgrades to entry and exit points.
Once completed, Phase 2 is expected to double road capacity to 8,000 vehicles per hour and reduce travel time from 24 minutes to just 5 minutes, benefiting approximately 650,000 residents across multiple communities.
The Hessa Street Development Project serves key areas including Jumeirah Village Circle, Dubai Science Park, Al Barsha South, Jumeirah Lakes Towers, and Emirates Hills, reinforcing Dubai’s commitment to building a seamless, efficient, and future-ready transport network.
