Dubai’s Roads and Transport Authority (RTA) has launched its Climate Change Adaptation Strategy, marking a pioneering step that reflects RTA’s commitment to supporting Dubai’s future vision and reinforcing the emirate’s position as a global model for sustainable and resilient cities. The strategy aims to develop transport systems and infrastructure capable of adapting to rapidly evolving climate challenges and ensuring efficient and reliable services under varying conditions.
RTA remains committed to continuing to develop its policies, regulatory frameworks, and technical and operational standards to keep pace with rapidly evolving climate conditions and strengthen its ability to anticipate future developments and manage risks efficiently and effectively. RTA also reaffirms its commitment to supporting local, national and global efforts to build more sustainable and resilient communities and reinforce Dubai’s position as a leading global hub for sustainability, innovation and climate action.
The strategy takes an integrated approach combining long-term strategic planning with proactive operational preparedness. It strengthens RTA’s ability to identify and manage current and future climate risks, sustain critical assets and road and transport networks, maintain business continuity, and preserve the quality of services provided to customers, residents and visitors across the Emirate of Dubai.
The strategy’s implementation roadmap, extending through 2030, is structured around five key areas: corporate governance, traffic and roads, rail systems, public transport, and administrative support. These areas encompass more than 35 specialised projects and initiatives aimed at strengthening RTA’s preparedness and enhancing the resilience of its assets and operational services to growing climate challenges.
In developing the Climate Change Adaptation Strategy, RTA applied advanced scientific and analytical methods, including the study and analysis of climate and historical data at both local and global levels. It also assessed future scenarios associated with rising temperatures, extreme climate variability, sea-level rise and other projected climate phenomena.
The development process further included a comprehensive assessment of potential climate risks facing the Emirate of Dubai and an analysis of their short, medium and long-term impacts, in line with leading global practices and standards. It identified the locations and assets most exposed to climate impacts and established clear priorities for the interventions and measures required to strengthen resilience and mitigate risks.
The strategy aligns with Dubai’s development priorities and future vision, foremost among them the Dubai Resilience Strategy, Dubai 2040 Urban Master Plan, Dubai Clean Energy Strategy 2050, and Dubai Net Zero Carbon Emissions Strategy 2050. This alignment supports the transition towards a more sustainable and connected city that relies on a smart, resilient and low-carbon transport system. The strategy also complements relevant national policies and frameworks, including the National Climate Change Adaptation Program, the UAE Net Zero by 2050 strategic initiative, and recent national legislation on emissions management and climate change.
At the international level, the strategy is consistent with major global agreements and frameworks on climate action, including the Paris Agreement, the Sustainable Development Goals (SDGs), and the Sendai Framework for Disaster Risk Reduction. It also draws on the latest scientific studies and reports issued by the Intergovernmental Panel on Climate Change (IPCC) to understand the potential impacts of climate change on transport infrastructure, operational systems and future services.
The strategy marks a pivotal milestone in RTA’s efforts to build a more adaptable and resilient transport system and strengthen the readiness of the transport and infrastructure sectors to address the growing impacts of climate change. Driven by rising energy consumption and carbon emissions, climate change poses growing challenges to infrastructure, quality of life, vital resources and urban economies worldwide.
