Dubai : Dubai’s Roads and Transport Authority (RTA) has unveiled a new Technical and Future Competency Framework aimed at preparing its workforce for evolving job demands and advancing the future of mobility and government services in the emirate.
The initiative reflects RTA’s strategic vision to align human resource capabilities with rapid technological developments and global trends. By introducing a structured approach to skill development, the framework is set to enhance corporate performance and strengthen organisational readiness for the future.

The newly launched framework focuses on identifying and developing both core and specialised technical competencies, while also integrating future-focused skills such as artificial intelligence, digital transformation, sustainability, and innovation. It establishes clear professional proficiency levels for various roles and outlines defined technical career pathways.

Additionally, the framework is expected to improve the design of advanced training programmes and modernise performance and competency management systems. This will enable RTA to build a highly skilled workforce capable of reinforcing Dubai’s global competitiveness and leading advancements in mobility and public services.
Athari Mohamed, Executive Director of Human Resources and Development at RTA’s Corporate Administrative Support Services Sector, described the initiative as a major milestone in the organisation’s transformation journey.
“The launch of the Technical and Future Competency Framework marks the beginning of a transformative strategic phase. It enhances employee readiness, strengthens corporate practices, and aligns future job planning with the priorities of the Government of Dubai,” she said.
She further noted that the initiative supports RTA’s continued leadership in innovation and government excellence, while aligning with the objectives of the Dubai Urban Plan 2040.
The framework underscores RTA’s commitment to adopting global best practices in human capital management and contributes to shaping a sustainable and resilient future across mobility, infrastructure, and advanced technology sectors.
